I would buy a stock IPO Taiwan?

There is a listing of Taiwan outbound-TPK Holdings will public next Friday the 29th. I would like to buy opening bell at the stock market in Taiwan. Ive contacted small brokers like eTrade and Scottrade and cannot they do it. What are my other options??
